Ragnar's ownership has been reported inconsistently. Specialist yacht-tracking site SuperYachtFan lists the owner as Vladimir Strzhalkovsky, a former CEO of Russian mining giant Norilsk Nickel, and states that in July 2023 he sold the vessel to American billionaire real-estate developer Roy E. Carroll, who renamed it "Q." Separately, in 2022 Bloomberg/gCaptain reported — citing an unnamed police source via Reuters — that Norway refused to bunker fuel for Ragnar because it was believed to belong to Igor Sechin, the sanctioned CEO of Russian oil major Rosneft and a close ally of Vladimir Putin, though the report noted the vessel's true owner "isn't publicly known." Sechin is more definitively linked in public reporting to a different vessel, the "Amore Vero," which French customs formally seized near Marseille in March 2022 under EU sanctions; no equivalent formal seizure of Ragnar by French (or other) authorities has been confirmed in the sources reviewed.
